| 摘 要： | 完备的国家创新体系是国家创新战略实现的支撑条件。中国国家创新体系中高等教育参与度越来越高，由于知识生产
的分工与合作，中国高等教育分类管理势在必行。国家创新体系下地方普通本科高校应用型转型既要服务地方，还要做到国
际化，即办学理念的国际化，办学模式的国际化，办学资源的国际化。

| Abstract: | A comprehensive national innovation system is the guarantee of the implementation of national innovation
strategy, in which there are a growing number of higher institutions participating in it. Due to the division and
cooperation of knowledge production, systematic management in colleges and universities is imperative. Under such
circumstance, the applied transformation of general local colleges and universities should both serve the local and
achieve the international standards of school-running philosophy, mode and resources. |
