| 摘 要： | 产业集群吸引和集聚了大量人才,而集群自身存在着从诞生到成长、成熟乃至衰退的生命周期规律。本文运用人口迁移的推拉理论阐明了产业集群人才集聚效应的内涵,然后结合生命周期理论从动态的角度揭示了产业集群人才集聚效应的演化规律,绘制出产业集群人才集聚曲线和人才流动曲线,并为地方政府的人才政策决策提供了相应的建议。

| Abstract: | Although it attracts and agglomerates many talents,the industrial cluster has its own lifecycle from its birth,growth and maturity to decline.This article first elaborates the concept and connotations of talents agglomeration effect of the industrial cluster based on the push-pull theory of migration,and then applies the lifecycle theory to reveal the dynamic evolution of the talents agglomeration effect,giving the talents agglomeration curve and talents movement curve.Finally,it puts forward constructive proposals for the local government in personnel policy making. |
