| 摘 要： | 占全国本科院校总数近1/3的新建本科院校在中国高等教育发展的契机下得到了迅速发展,但也面临着资金运行紧张等困难.文章构建了财务风险管理机制、全面预算管理机制和成本管理机制为有机整体的财务运行机制,探讨新建本科院校进一步发展的财务运行机制保障问题.

| Abstract: | Under the opportunities of the development of higher education in China, there are nearly 1/3 of the newly established universities develop fast, however, they are also facing financial difficulties in running tension and so on. The article constructs the management mechanism of financial risk, the comprehensive budget management system and Cost management system, and explore the prttlems of financial operating mechanism for the further development of newly established universities. |
