长株潭两型社会建设中城乡统筹发展水平评价

通过对统筹城乡发展相关理论的回顾,构建城乡统筹发展水平评价指标体系,运用AHP(层次分析法)对长株潭城乡统筹发展进行综合评价,分析结果表明,株洲的城乡经济社会统筹发展水平要高于长沙和湘潭两地区.这主要是因为经济快速发展的株洲地区加大了对农业和农村的投入,该地区农业发展上了新的台阶,农村发展迅速,农民生活质量较高,与城市差距较小,城乡二元结构逐渐弱化;长沙和湘潭两地尽管经济社会发展情况良好,但是却忽略了对农村的投入,因此导致了城乡二元结构差距较大.基于分析结果,长株潭城乡统筹发展应注意尊重和维护农民的基本权利;科学规划布局,统筹发展;加快城乡分治管理政策,建立城乡一体化管理制度.

Evaluation on the Coordinating Urban and Rural Development in the Process of Constructing Chang-Zhu-Tan Two-Oriented Society
