论“大规模杀伤性武器”与中东地区安全

本文通过对大规模杀伤性武器的概念及其政治意涵的考察，关注中东地区的军备竞赛，分析了利比亚、以色列、埃及、叙利亚和伊朗等国的核计划和核政策，以及外部大国对中东地区核扩散的基本立场，指出在当前局势下中东地区无核区的提出和建设，不能从本质上改变该地区日趋恶化的安全形势。公正解决历史遗留问题和地区冲突，真正实现阿以和解，在有关国家间确立相互信任，才是解决问题的关键所在。

On Weapons of Mass Destruction and Middle East Security

Through the study on the concept of weapons of mass destruction(WMD) and its political significance, this article pays more attention to the Middle East arms race, especially the nuclear factor in the regional security. The author focused on Libya, Israel, Egypt, Syria, and countries like Iran's nuclear program and their nuclear policies, as well as external power's basic position on the nuclear proliferation in the Middle East, pointed out that under the current situation, the proposed nuclear-free zone and its building, can not change the nature of the deteriorating security situation in the Middle East. A just solution to problems left over from history and regional conflicts, truly achieving Arab-Israeli reconciliation, and the establishment of mutual trust among Middle East countries are the keys to solve the problem. Purely depends upon the military force, cannot achieve long-time peace in the Middle East.
