| 摘 要： | 在中国加快建设社会主义和谐社会的进程中,建立覆盖城乡居民的社会保障体系是其中一项非常重要的工作.本文主张中国应建立全民基本保障与城乡社会保险、社会救助、社会福利、商业保险与慈善事业相衔接的制度体系,并提出了这一体系的发展思路、推进策略和相关政策建议.

| Abstract: | In the process of constructing socialist harmonious society,it is one of the important tasks to establish social security system covering urban and rural residents.It is suggested that we should establish a system which includes basic securities for all people combined with social insurance,social relief,social welfare,commercial insurance and charities in China.The paper also puts forward the way,practical strategy and related policy suggestions to perfect the system. |
