今年的国民经济呈现平稳发展态势 ,上半年的固定资产投资高速增长、外贸出口增速高于预期、工业生产增速逐步加快、经济运行质量逐步提高、国内市场销售稳定提高。与此同时 ,当前宏观经济和宏观经济政策中也存在一些问题。有效需求不足没有从根本上得到改变 ,物价水平持续低迷 ;就业矛盾日益突出 ,就业形势仍然严峻 ;入世冲击开始显现 ,贸易摩擦不断增多。因此 ,还需要继续实行积极的财政政策和稳健的货币政策 ,继续培育和扩大内需

On the Macro-economic Situation and Macroeconomic Policy

This year sees the steady development of the national economy . During the first half of the year the investment of capital assets increases at high speed, the rate of export growth being higher than expectation, and the industry production grows rapidly, the quality of economic function being improved gradually and the home market expands steadily. But there are still many problems about macro-economic situation and macro-economic policy. The situation of insufficient demands doesn't change accordingly. Price levels are at a low. The employment conflicts emerge everyday. The challenge from the accession to WTO begins to be felt. So we still need to implement active financial policy and steady monetary policy.
