| 摘 要： | 城乡规划是各级政府统筹规划城乡空间布局和项目建设，保护和合理利用各类资源，引导城乡经济社会全面协调和可持续发展的重要依据。为了提高《河北省城乡规划条例》的立法质量，在对河北省城乡规划立法现状进行分析的基础上，提出了满足河北省经济社会发展需要、资源生态协调平衡等五大立法原则。河北省城乡规划立法应创新城乡规划体系、改革管理体制、完善城镇和统筹乡村规划立法、制定配套的附属法规。
