中国新一轮农村改革发展进程的回顾与展望

十六大以来,中国新一轮农村改革发展进程中的一条主线是“多予、少取、放活”。目前,农村税费改革已取得了阶段性的巨大成功,国民收入分配结构和财政支出结构正向农村地区倾斜,“三农”问题初步得到缓解,我国在总体上进入了“后农业税时代”和“工业反哺农业、城市支持农村”新的发展阶段。下一步深化农村改革的重点、难点是,进一步消除城乡二元体制对经济社会协调发展所造成的瓶颈制约,从根本上解决“三农”问题的深层次矛盾和体制障碍。

The New Process of Countryside Reform and Development in China: Review and prospect

Since the 16th National Congress of the CPC,the basic way of countryside reform is "more giving,less asking for and making alive".At present,the taxation and fee reform has obtained periodically huge success.The distribution structure of national income and the structure of finance expenditure are inclining to the countryside area.Three agricultural issues have been alleviated initially.In general,the countryside has already entered into the period of "the post agricultural taxation time" and "the industry returning to help the agriculture,the city supporting the countryside".The next step,the key point and difficulty of the countryside reform is to eliminate the restriction of the dual city-country system and fundamentally resolve deeply contradiction and system barrier in "three agricultural issues";The biggest breach is to advance the countryside synthesis reform,to make rural economy policy alive,to redeploy and exert the roles of the farmers as the main market players,to stimulate their self-development and self-accumulation's huge potential,to enhance internal vigor of the agriculture and the rural economy development.This is the fundamental way to realize a well-off society in an all-round way during the first 20 years in this century.
