杨凌农业高新技术产业示范区土地流转实践的调研分析

近几年在全国蓬勃发展的土地流转亟需系统科学、成熟有效的模式和经验予以参考。杨凌作为全国惟一的国家级农业高新技术产业示范区,其土地流转极具调研价值和理论梳理的必要。通过对杨凌土地流转中涉及的多方主体进行实地访谈和入户调查获得大量第一手资料,结合已有研究对资料进行细致的扎根和统计分析,得出杨凌区土地流转的特征及现状,总结归纳其在土地流转中的有益经验,最后全方位析出其存在问题,从流转意愿、土地银行、政府管理及保障机制四个方面给出操作性的政策建议。

Analysis of Practice of Land Circulation in Yangling Agricultural High-tech Industries Demonstration Zone

In recent years,the booming circulation of rural land across the country extremely needs mature and effective experiences,systematic and scientific models for reference.As the only national agricultural high-tech industries demonstration zone,Yangling shows great value for research and theoretical combing in rural land circulation.To obtain the characteristics and status of Yangling’s land circulation,we get the data through interviewing and investigating the multi-subject,analyze the data with Grounded Theory and statistical methods,and then summarize useful experience in the land transfer and point out the existing problems.At last we propose operational policy suggestions in four aspects,such as the will of farmers,land bank,government administration and security mechanism.
