黑龙江省新型农村养老保险试点地区问题探析

黑龙江省老年人口激增,尤其在农村地区出现了许多农村居民养老难的问题.由此国家出台新政策,在全国部分地区设立新型农村养老保险试点,以期解决试点地区农村居民养老难的问题.本文针对黑龙江省新型农村养老保险试点地区运行期间所产生的问题进行总结、探讨,并提出合理性的建议和措施,以期建立适合黑龙江省农村养老保险实施的运营模式.

The Exploration of the Problems of the Pilot Area for New Rural Endowment Insurance in Heilongjiang Province

The elder people in Heilongjiang Province fiercely surges, especially in rural areas, and there were many problems for the rural residents. Thus the government has adopted new policies to set pilot areas for new rural endowment insurance in some parts of our country in the expectation to solve the problems From the perspective of the problems during the operation of the new rural endow- ment insurance in Heilongjiang Province, This paper discusses the specific problems in the establishment of the pilot area for the new rural endowment insurance of Heilongjiang Province. Combed with the problems in the pilot period, this paper is to summarize the problems and put forward rational proposals and measures the problems of rural pension insurance exiting during the present stage in Heilongjiang Province in order to establish a more rational and suitable operating mode for the implementation of rural endowment insur- ance in Heilongjiang Province.
