| 摘 要： | 要实现全面建设小康社会的宏伟目标，必须从以下方面不断提升地方政府能力：一是强化公共管理理念；二是转变地方政府职能；三是改变地方政府管理方式；四是规范地方政府行为；五是加强政府人员的能力建设与加速电子政务的步伐。

| Abstract: | To build an overall well- off society, we need to rapidly improve local govemment's governing ability: firstly, strengthen public administering concepts; secondly, transform the functions of the local government; thirdly, change the administering methods of the local government; fourthly, standardize the behaviors of the local government; fifthly, improve the ability of govemment officials and speed up the steps of electronic administration. |
