政社分开：我国社区建设制度创新的必要条件

“两级政府、三级管理、四级网络”这一社区建设体制,是特定历史条件下的产物。它在前十年的社区建设实践中发挥了重要作用。但由于其只是行政体制内部的改革创新,并未触及“政社不分”、“政社混淆”的社会体制本身,故存在着难以克服的结构性缺陷。引入社会工作制度,建构政社分开的社会体制,是我国社区建设制度和体制创新的必要条件。

Separating Government and Community:a Primary Condition for Community Policy Creativity in China

The community structure,"two-class government,three-grade administration and four-level network",is the outcome under given historical condition. It has been of importance in the first ten-year community construction. However,as an internal administrative innovation and dealing with nothing about the social system of "government being community" and"government mixing with community",it has irresolvable structural defect. It is contended that a primary condition for community policy and system creativity in China is to introduce social work system and construct the system of community independent of government.
