| Abstract: | Nowadays scientific and technological policy becomes the common policy for strengthening national power in many countries, especially, US, Japan and countries in Europe. This paper analyses the question in four aspects: national strategy guides industrial development; state policy promotes it; and we shall persume the creation of knowledge and technology; also, stress on bringing up and employing outstanding personalities. |
