Fundamental strategies for effective use of the achievements in science and technology

The achievements in science and technology in our country have not been effectively used due to the traditional ideas on scientific researches and the limitations of the old system and some other factors.The scientific and technological recourses thus have been largely dissipated.This paper suggests that to solve this problem it is necessary first to shift the methods in the scientific and technological researches to the formulation of reformative measures based on the study of the systems in operation and management.The purpose of formulating these measures are to improve the use of the achievements in science and technology and so to promote the full economic growth.
