国际《水伦理宪章》研制的进展与思考

国外一些机构和学者正在尝试制定一份国际《水伦理宪章》，用来从伦理层面指导全球水使用行为，以实现人类水资源利用和水生态系统管理的可持续发展。这份宪章的制定在理论层面和现实层面都具有重要的意义，中国相关机构和学者应该积极投身其中，将我国传统水伦理精华和当代水伦理，特别是河流伦理的研究成果应用到这份宪章的制定中去，为相关伦理原则的完善和中华文化软实力的提升做出自己的贡献。

New Development of Initiative of International Water Ethic Charter and its Enlightenment

An international Water Ethic Charter was initiated by a few institutes,organizations and scholars abroad to guide global water decision and water policy and to realize sustainable development in our exploration of water resources and management of water ecosystem.Due to its importance both at the theoretical and practical levels,the essence of Chinese traditional water ethics and the new find-ings of current water ethic research,especial the findings from river ethic circle in china,should be introduced and applied to the design of the Charter by the relevant Chinese scholars,organization and agencies,which is a great contribution both to the improvement of the international water ethic princi-ples and to the uplift of China’s soft power.
