乡村“技术赋能”:内涵、动力及其边界

乡村具有广阔的技术赋能空间。乡村“技术赋能”是指通过现代技术赋能农业、农村、农民,助力乡村振兴。乡村“技术赋能”是一种内外融合的发展模式,它使乡村实现了由“技术—现代性”这一外源性发展模式向“技术—能力”这一新内源性发展模式的转变。乡村“技术赋能”命题的提出源于城乡之间巨大的能力差异,而技术恰恰可以提升乡村经济发展能力、公共服务能力、治理能力以及村民的知识能力,是实现乡村振兴的关键变量。乡村“技术赋能”的前提是技术下乡;条件是契合乡村场域,实现技术和乡村的特征匹配;边界是遵循“以人为本”的底层逻辑,实现技术与人文的联姻,防止技术由“赋能”走向“控制”。
