清代山西灾害治理及现实意义初探

清代山西灾害频繁，并主要以严重影响农业生产的旱涝灾害为主。清代统治阶级高度重视备荒救灾工作，并主要在前期取得了较为满意的效果。通过回顾清代山西备荒救灾的措施，希望对现代防灾救灾提供一些启示。随着时代的发展，灾害的发生又有了受这个时代经济发展影响的新特点，而我们并不能左右灾害的发生，但我们应该努力做到维持生态平衡，摒除人为的加重自然承载力的行为，再结合山西自身自然环境特点、灾害特征，积极备灾，完善救灾措施，坚持防灾救灾相结合，在灾害来临时使灾害的影响减少到最小，甚至做到有灾无荒。
