摘    要:中国高校理工科领域中,学术泡沫、学术腐败现象严重,高校科研成果中出现"三多三少"(即"假花多、真花少;开花未结果的多、结果的少;结果结小果的多,结大果的少")其原因便是目前行政主导型科技推进机制所存在的严重弊端。在某些情况下,这种机制会将财政资金推动的科技创新活动,演变成一场游戏,不仅影响到国家自主创新能力,无益于科技进步,且严重阻碍市场科技创新体系的建立。

Abstract:In the circle of science and technology in China’s universities, the phenomena of academic foams and academic corruption are rather severe. There appear in the achievements in the universities some abnormal outcomes. The reasons lie in the serious problems existing in the promotion mechanism with administration being the leader. In some situations, this mechanism may transform the scientific and technological innovation driven by financial funding into a game, which not only affects the independent innovative competency of China, but also severely hinders the constitution of the marketing scientific and technological innovative system.
