公平原则与和谐社会的建构

随着改革开放的深化，随着国内体制转换、结构调整和社会变革力度的加大，社会公平和正义问题越来越突出，由此导致了许多社会冲突和不和谐。公平是建立和谐社会的基础。在社会主义市场经济条件下，公平与效率是相辅相成、相互促进的。要通过经济、行政、法律等手段，构建促进社会和谐发展的公平原则。当前，要深入研究契约的本质特征和时代价值，通过建构契约文明来实现社会公平，并通过建立公平竞争的规范来激发社会活力。

Equality and Social Harmony

China has undergone a series of social reforms and structural changes. Meanwhile, the problems with social justice and equality become acute during the process of the structural adjustment for the changes. There have been severe social conflicts and in-harmoniousness. Equality sets the foundation for the development of social harmony. Equality and efficiency are complementary under the conditions of socialist market economy. China will promote the principle of equality for the development of social harmony by means of economic, administrative, and legal development. A key issue, in order to realize social equality through a social contract and to stimulate fair competition based on a norm, is to investigate the nature and value of social contract.
