陕西油气资源开发中国家与地方利益关系研究

陕西油气资源开发中国家与地方利益关系 ,对陕西地方经济的发展乃至国家油气资源政策的实施具有十分重大的意义。对油气矿权制度及矿权收益进行一般分析并结合他国经验的基础上 ,探讨了陕西油气资源开发中国家与地方利益的冲突与协调的问题 ,认为有效解决陕西乃至中国油气资源开发中国家与地方利益冲突的关键 ,是改革原有的行政性的油气资源开发管理体制 ,建立合理的具有市场经济特征的油气资源矿权制度。

A Study on the Relationship Between National and Local Interests in the Development of Oil and Gas Resources in Shaanxi

The relationship between national and local interests in the development of oil and gas resources in Shaanxi is of great significance to the development of local economy in Shaanxi and even to the implementation of China's policy on oil and gas resources. On the basis of a general analysis of oil-gas property system and mineral property proceeds and in the light of other countries' experience, a discussion is made on the clash and coordination between national and local interests in the development of oil and gas resources in Shaanxi. It is thought that the key to solving the clash between national and local interests in the development of oil and gas resources in Shaanxi and even in other parts of China is to reform the outdated administrative management system for the developmont of oil and gas resources and establish a rational oil-gas property system with the characteristics of market economy.
