重庆发展低碳经济的战略思考

后哥本哈根时代,转变经济发展模式,发展低碳经济已成为国际社会的共识.作为老工业基地的重庆,其应对气候变化的努力对中国减排目标的实现有着举足轻重的作用.在对低碳经济的涵义进行界定的基础上,指出重庆抢抓中国向低碳经济转型和两江新区成立的机遇,积极发展低碳经济,具有重要的战略意义.通过分析重庆发展低碳经济的优势和挑战,提出重庆可以从倡导低碳经济理念、加强低碳政策引导、推动产业低碳化、促进低碳城市和林业碳汇建设等几个方面来发展低碳经济,从而实现重庆市经济社会的可持续发展.

Strategic Thinking of Low-carbon Economy Development in Chongqing

With the establishment and rapid development of Liangjiang New Area, Chongqing has become the hot spot and focus in China and even in the world. In post Copenhagen era, it is agreed by international world that transforming economic growth model and developing low-carbon economy are pressing tasks. With the definition of low-carbon economy as a starting point, this article points out that it is very important for Chongqing to catch the opportunity to develop low-carbon economy to realize the economic and social sustainable development. Based on the analysis of the advantages and challenges of developing low-carbon economy in Chongqing, this article puts forward some suggestions such as advocating low-carbon idea, strengthening the guidance of low-carbon economy policy, driving the development of low-carbon industries, promoting the construction of low-carbon city and forest carbon sinks.
