| 摘 要： | 建设服务型政府是党、政府和学界的共识。转变政府职能，构建新的公共治理体系，以适应社会变迁，使政府的公共服务更好地满足公众需要，是建设服务型政府的根本要求。论题从我国今天的社会现状出发，从“元治理”理论的基本视角，探讨了服务型政府建设的基本路径。

| Abstract: | To build up a service-oriented government is the common view of the Communist Party of China, our government and the academic circle. The fundamental impetus in building up a service-oriented government is transforming government functions and constructing a new system of public governance to adapt to social development and to better government＇ s public service to satisfy public needs. Based on China＇ s current social situation, this article studies the basic way of building up a service-oriented government from the perspective of metagovernance theory. |
