| 摘 要： | 我国高龄老年人口中享有社会保障和医疗保障的比例非常低 ,且城乡差异显著。医疗费用支出给老人及其家庭带来极大压力 ,构成了高龄老人生活质量下降的重要原因。本文提出建立多层次的养老保障制度 ,逐步实行社会养老保障、企业补充养老保障、家庭养老保障、商业养老保险、储蓄养老保障、自我养老保障相结合的养老保障体系等政策建议。

| Abstract: | Medical expenses have brought heavy pressures both on the oldest old and on their families, and come to be an important cause of the lower life quality. This paper suggests to build up gradually a multi level pension security system which is composed of social pension plan, supplementary pension plan by enterprise, commercial pension plan, saving pension plan, and old self care plan. |
