乡村旅游开发中土地流转问题研究

乡村旅游的开发既要保持乡村原真性，又需要一定商业开发。这就要求原有的（农民）集体土地在用地功能上更加丰富，不仅成为农业生产与农民生活的载体，更要成为旅游商业服务的载体，而研究乡村旅游发展中的（农民）集体土地流转正是解决乡村旅游发展中用地问题的先决。在分析乡村旅游发展中（农民）集体土地流转三种方式的基础上，进而探讨现行（农民）集体土地流转制度对乡村旅游发展造成的阻碍，最后明确指出乡村旅游的发展、（农民）集体土地流转制度的构建实现还有待国家配套的法律、法规与政策加以规范与调整，上述分析与结论都为我们解决乡村旅游发展中用地问题提供了一个很好的视角。

On the Circulation of Rural Land in the Development of Country Tourism

The Development of country tourism should maintain the original state of the country, as well as need some commercial exploitation. This requires more abundant functions on utilization of the former rural land, which not only serves for the agricultural production and peasants＇ life, but also serves the tourism business. And it just is the predetermination for resolving the utilization of land in country tourism to research on the circulation of rural land. To discusses three types of the circulation of rural land, and then analyses the obstacles of the circulation of rural land, and finally point out,it is important to strengthen laws as well as policies,in order to develop rural tourism and the circulation of rural land, these provide a new view to solve utilization of land in country tourism.
