| 摘 要： | 本文从高校目前的现状出发,全面分析了高校存在的“收费难”、“乱收费”等现象,通过深入剖析高校收费过程中存在的矛盾以及形成这一矛盾的各种深层次原因,分析了高校、政府、学生在这一矛盾运动中的关系及相互影响,从宏观的视角来探讨如何化解这一矛盾,使三者之间和谐发展的政策、制度安排。
