| Abstract: | At present, lottery developed quickly in China, this paper analyzes the favorable conditions of issuing lottery in China and it points out some problems of developing lottery industry in our country, such as issuing of lottery everywhere on their own authority, imperfection of management laws, over high cost of issuing, not high utility profit of their fund for public welfare, and serious problems of violation of rules and disciplines. What's more, several pieces of advice are given on developing lottery industry. |
