| 摘 要： | 随着科学技术的发展和创新，新兴产业正在成为一个国家或区域实现产业结构转型升级和提升竞争力的有效手段。如何有效引入新兴产业和推进新兴产业的成长成为理论界和实践中所关心的热点问题。文章认为，政府的有效政策引导对新兴产业的健康有序成长起到关键作用，并在分析和借鉴美日政府新兴产业扶持政策的前提下，提出了推动我国新兴产业发展的政策引导思路。

| Abstract: | With the rapid development of technology, emerging industries are becoming an effective means of industrial restruc- turing and upgrading of regional competitiveness. So how to efficiently introduce emerging industries and how to promote their growth become a big concern of the theoretical and practical fields. The paper pays attention to the government policy of emerging industries, and puts forward the directing options for the effective policy based on the analysis of successful USA and Japan policies for developing their emerging industry. |
