试论东亚、东盟FTA的发展进程及我国的对策

20世纪90年代以来,受席卷全球的FTA热潮的影响,东亚、东盟地区也掀起了一股FTA热。东亚、东盟FTA热的兴起,除了有全球FTA热潮形成的一般原因外,也有来自东亚自身的特殊动力。面对东亚FTA的迅猛发展,既要看到其发展的有利因素,也要看到制约其发展的不利因素。刚刚加入WTO多边贸易体制的中国,应妥善处理WTO与FTA热之间的关系,把握机遇,迎接新的挑战。FTA是WTO多边贸易体制的必要补充和完善,它符合国际贸易发展的一般规律。从长远看,FTA的发展将推动WTO多边贸易体制的进程。

Tentative Analysis of the Progress of FTA in Eastern Asia and ASEAN Countries and Our Countermeasures

From the 1990s, the influence of global FTA fever has spread to the regions of Eastern Asia and ASEAN countries. Besides the common factors which give rise to the global FTA fever, some typical forces coming from the Eastern Asia have also their effect. The booming development of Eastern Asia FTA has initiated both positive and negative influence which either fosters or hinders its further development. China, which has newly adjusted itself to the multilateral trade system of WTO, is expected to have a sound maneuver over the relations between WTO and FTA, and make a good use of all kinds of opportunities. FTA is a necessary complement to the multilateral trade system and in line with the general laws of international trade development. In the long run, the development of FTA will be a great force to promote the progress of multilateral trade system of WTO.
