新形势下促进农村劳动力转移就业政策的路径选择

解决我国“三农”问题的关键就是要使数量庞大的农村剩余劳动力以及不断增加的农村后备劳动力能够有序转移流动，顺利实现充分就业。在当前我国经济增速放缓、世界经济复苏乏力所导致的就业压力增大、城市就业出现用工结构性短缺、农村发展后继乏人的新形势下，各级政府需要从发展农村经济、加强对农村劳动力培训、完善就业服务体系、有效承接产业转移等方面，寻找切实可行的解决农村劳动力顺利实现转移就业问题的途径和办法。

The key to the issure of "agriculture,countryside and farmers " lies in orderly movement of the huge number of rural surplus labors and increasing number of reserve manpower in rural areas and full employment.Under the new situation of increasing pressures on employment caused by the current economic slowdown in China and the weak recovery of world economy,and of the structural labor shortage in cities,and of lacking worthy successors of rural development,in order to solve the urban employment of farm laborers,governments should work out practical solutions to the problem by developing rural economy,strengthening the job training of farm laborers,improving the employment service system and realizing effectively transformation of industries.
