新农村建设中大学生村官的作用及实现途径研究

大学生到农村当村官,优化了村级干部的结构,提高了村级领导干部的决策水平,促进了传统观念的更新,传播了先进科学知识。但由于受一些因素的制约,他们的作用没能得到更好的发挥。因此,高校应引导大学生更新观念、树立长期服务基层的意识,调整人才培养模式、增加农村社会实践机会;政府应加大扶持力度,努力提高大学生村官各项待遇;地方政府应进行大学生村官岗前培训,适当分配具体工作任务;国家应健全大学生村官退出机制。

The Functions of the Graduates as Village Officials in the Building of New Countryside and the Approaches to Their Fulfillment

To let the graduates be village officials not only improves the structure of village officials and promotes the rural leaders’ decision-making level,but also updates the traditional view through spreading the advanced and scientific knowledge.Yet,there still exists the restriction of some factors which affect the fulfillment of these people’s functions.Therefore,some measures should be taken by universities to guide students to update their concepts,to establish a long-term awareness of serving grass-roots,to adjust personal training pattern and to increase social practice opportunities in rual areas;in the meantime,some means should be taken by the government to support efforts to improve their treatment,to carry out the pre-service training of the student village officials and allocate appropriately their tasks,and to improve the withdrawl mechanism.
