中国公路货运运营组织模式与政府经济管制

为寻求公路货运运营组织的最佳模式及其政府经济管制的最佳切入点，运用市场结构理论系统分析了公路货运企业规模经济特性，提出公路货运企业内部规模经济不显著而行业外部规模经济显著的观点；进而认为：公路货运最佳运营组织模式是各公路货运企业以市场为纽带实施横向一体化，政府经济管制的最佳切入点应该由价格和数量管制转移到引导、促进公路货运网络化运营模式的构建，构建公路货运网络化运营模式可以通过完整运输集成商集成基本货运业务、构建虚拟企业、大型公路货运企业内部一体化3种途径完成。
