The rebuilt of Qixing Ditch in Zhongwei of NingXia in late Qing Dynasty set up a successful model for posterity under the condition of low levers of productivity, economic poverty and backwardness, sparsely populated and bad weather. The construction and management program of Qixing ditch condensed the wisdom of officials and the pubhc, flashing the light of democracy. It is a model of water conservancy in Northwest Territories and even the whole country in late Qing Dynasty. While in nowadays, it is still a template for us to learn from.
