| 摘 要： | 界定了＂村级民主选举科学发展＂的含义,并以2008年12月山西省榆次区第八届村委会选举为例,对当前村级民主选举中存在的诸如村民民主意识淡薄、乡镇政府行为失范、宗族家族影响深远、拉票贿选现象严重等问题进行了分析研究,提出了强化文化建设、规范政府行为、发展农村经济、加强监督管理等措施来破解这些难题,以完善基层民主政治制度,提高村委会选举的实效,促进村级民主选举科学发展。

| Abstract: | The paper defines the meaning of the scientific development of democratic election in villages,then takes the 8th election of village committees in Yuci district of Shanxi province in December,2008as an example,and analyzes the problems in present village election,such as the villager＇s democratic awareness is weak,the local government behavior is anomie,the kindred and family are far-reaching influence,villagers in order to win the election by bribery or canvass and so on.Then bring about some measures to solve the problems,perfect the system of grass-roots democracy,improve the actual effect of election of village committees and promote the scientific development of democratic election in villages.The measures include deepening the cultural construction,regulating the government behavior,developing collective economy in villages and strengthening the supervision management. |
