黑龙江省尚志经济开发区土地集约利用评价

结合黑龙江尚志经济开发区土地利用实际,从土地利用状况、用地效益和管理绩效三方面选取六个二级指标和14个三级指标构成评价体系,并采用特尔斐法确定各指标权重,计算评价因子总分,对全区土地集约利用水平进行评价。结果表明该开发区土地集约利用总体水平较高,土地开发程度较高,但土地利用强度相对较低,仍有待提高。分析提出加强土地供应总量控制、合理制订土地利用规划、改善开发区内投资环境、提高土地产出效益等建议。

An Evaluation of Intensive Land Exploitation of Shangzhi Economic Development Zone in Heilongjiang Province

In view of the actual situation of land exploitation of the Shangzhi Economic Development Zone in Heilongjiang Province,the general level at which the zonewide land was exploited was evaluated by selecting six second-level indexes and fourteen third-level indexes,which were adopted to form an evaluation system,from the aspects of state,efficiency,and management performance of land exploitation,and applying Delphi Method to determination of each index weight and calculation of the total score of evaluation factors.The result showed that both the general level of intensive land exploitation and the extent to which land is exploited are relatively high in the said zone but the intensity of land exploitation is relatively low and to be further improved.It is suggested that the control of overall land supply should be strengthened;the planning for land exploitation be made in a reasonable way;the environment of investment be bettered in the said zone;and the efficiency of land output be improved.
