| 摘 要： | 中国古代监察制度对中国古代的政治、军事等发生过重大影响,不仅国内学者重视,它也深受国外思想家、政治家的重视和好评,因此,加强对中国古代监察制度的研究无疑具有重大的历史意义和现实意义。但是在研究其确立时间问题上存在的巨大分歧,影响了对它的研究和探讨。在此,作者将对诸种结论进行综述,并尝试指出用新方法来进行研究。
