基于提供完整运输产品的中心城市交通管理体制改革研究

文章对我国36个中心城市交通管理体制的现状进行了归纳和总结,对目前中心城市分部门管理方式中存在的问题进行了分析.基于运输产品完整性的理论,提出了中心城市交通管理应该由"部门行政"向"公共行政"转变的主张.研究并确定了中心城市交通管理体制改革的"最优目标"和"次优目标",明确了"一城一交"模式下政府交通主管部门应该具有的职能.为分阶段推进中心城市交通管理体制改革,文章在最后提出了渐进式改革的政策建议.

Reform of Transportation Management Institution in Central Cities upon the Theory of Providing Completed Transportation Product

On the basis of reviewing the management institution in 36 central cities,the paper analyses the problem originated from the transportation management by different deparments.According to the theory of providing completed transportation product,the paper puts forward the opinion that the transportation management mechanism in central city should transfer from deparment administration to public administration.Upon the theory of transitional economics,the authors give the best goal and second_best goal of transportation management institution reform in central city and formulate the function of the government in the modal of one_management_department.In order to promote the institutional reform in central city,advice on behavior step by step has been stated at the end of the paper.
