中国市场经济发展培育出了自主性的利益主体,也为利益主体公平参与利益博弈、自主表达利益诉求,提供了最重要的宏观条件和制度背景。为了以群体力量维护或实现自身利益,单个利益主体往往有意识组织起来形成利益集团,这是中国市场经济发展的必然产物。利益集团以各种方式向地方政府施加影响,对地方政府的自主能力、整合能力和调控能力等提出了全新挑战。为理性应对利益集团的出现及其影响,中国政府要关注并通过制度措施来规范利益集团行为,同时要提高地方政府在利益集团政治中的自主性和整合能力,防止软政权化。

The development of China's market economy has nurtured interest subjects of an independent nature and also supplied the most important macro-conditions and institutional background for a fair engagement in games of interests and independent expression of their appeals for interests In order to maintain or realize their own interests with a massive collective force,all the individual subjects often get united with a clear consciousness to form interest groups,which are an inevitable product of the development of China's market economy.In various ways the interest groups exercise their influence on their local governments and issue their bran-new challenges to the independent power,integrating ability and regulating and controlling capability.In order to reasonably cope with the appearance and influence of the interest groups,the Chinese government should show concern for the acts of interest groups and regulate them at the same time,enhance its independence and integrating ability in interest group politics and thereupon,avoid the appearance of an impotent government.
