对我国“三农”问题的几点思考

在解决“三农”问题上 ,有两种观点越来越被学者所认同 :一是城市 (镇 )化 ,二是土地集中。但目前我国大规模推进城市 (镇 )化的条件尚不成熟 ,而通过加快土地买卖使土地高度集中并非必然带来效益 ,不能急于求成。我国农业弱质性的症结在于农民过于分散 ,没有以市场为导向自愿、系统地组织起来 ,从而无法应对社会化的商品经济和市场经济。因此 ,解决“三难”问题的关键是在市场经济条件下 ,建立并不断完善农业生产关系

Some thinking of the problems of agriculture, countryside and peasants in China

There are two view points widely accepted by more and more researchers in solving problems of agriculture, countryside and peasants in China: one is urbanization and the other is the centralization of land. According to present situation today, urbanization on large scales in China is still immature and high centralization of land by means of transactions would unnecessarily bring about great economic benefits. We shouldn't be in a hurry to succeed. The crux of the problems of the weakness of the Chinese agriculture lies in the over dispersal of peasants, who are not in concert willingly to form a systematic organization guided by the market, thus unable to repartee the socialized commercial economy and market economy. Therefore, the key point to solve the problems of agriculture, countryside and peasants is to establish and improve agricultural production relations under the condition of market economy.
