An Analysis of the Trade Barriers Caused by the Sanitary and Phyto-Sanitary Measures (SPS) in International Trade Contexts

Despite its active role in ensuring product quality and safety for the consumers, the Sanitary and Phyto Sanitary Measures (SPS), which governs the admissibility of imported goods into an economy, may restrict competition in local economy by increasing the costs of exporters. For this reason, SPS are often used as barriers to trade in a number of countries. And in the global trade market, there has been a growing use of SPS standards as instruments of trade policy. A review of a few recent WTO cases involving SPS indicates that some drawbacks of WTO related SPS agreement have caused SPS to be used as non tariff barriers. Such barriers will be of particular concern to China following its accession to the WTO. The paper proposes a strategy for Chinese firms to confront such a challenge.
