政府人是公共人而非经济人

将西方经济学有关“经济人”的假设运用于政府人行为分析存在着许多谬误。将社会主义社会的政府人定位于“公仆”角色实质上是正确的，但不够准确，更准确的定位是“公共人”。政府人作为公共人，他追求社会公共利益最大化，行使公共权力，依靠公共给养，接受公共监督。要成为政府人，就意味着要成为这样的人，也就意味着要放弃常人角色。

Governmental Man is not an Economic Man but a Public Man

There are many errors if the hypothesis of economic man in the western economic theories is applied to behavior analysis of governmental man. It is naturally correct but not exact when the governmen- tal man in socialist society is regarded as civil servant. The much exact role of governmental man is a public man. As a public man he seeks the maximization of social public interests, uses the public powers, lives on public provisions and works under public supervise. A governmental man as a public man is subject to give up many roles owned by a normal man.
