民族地区小康社会建设与民族关系的法律调整

民族地区小康社会建设直接关系到我国小康社会建设的成败。没有民族地区的小康,就没有全中国的小康。在推进民族地区小康社会建设的进程中,必须坚持科学的发展观,按全面、协调和可持续发展的要求,实现“五个统筹”,为小康社会建设提供体制保障,推进民族地区小康社会建设必须加强民族立法,进一步坚持和完善民族区域自治法,使其切实得以贯彻,并把它作为全面推进小康社会建设的政治基础和法律保证;使党和国家对民族地区的各项政策和措施法律化。

Construction of Well-off Society in Ethnic Area and Legislative Adjustment of Ethnic Relationship

The construction of well-off society in ethnic area is a key to the success of that at national level. The latter cannot be achieved without the success of the former. During the process of promoting such construction in ethnic area, we must stick to scientific development ideas, meet the requirements of full, harmonies and sustained development, realize "five overall plannings", provide system guarantee, strengthen the ethnic legislation, further implement and perfect legislation of ethnic autonomy, regard such implementation and perfection as the political foundation and legislative guarantee for the construction, and legalize all party and state policies and measures specially made for ethnic area.
