公民问责的理论基础与制度构架

契约理论阐述了人民主权和政府治权的逻辑关系，由契约演绎生成的政府责任是公民问责的逻辑前提，而公民问责则是保持公民与政府之间契约张力的有效路径。为此，契约论可以作为公民问责的理论基础。与其他问责方式相比，公民问责具有独特的价值。发展和完善我国的公民问责，关键是要营造公民问责的组织氛围，健全公民问责的制度安排以及加强公民问责的政策支持。
