| 摘 要： | 政治文明作为社会发展的必然要求,是社会文明发展到一定阶段的重要标志。社会进步总体表现为物质文明、政治文明和精神文明三个方面的协调发展。建设社会主义政治文明,最基本的内容就是不断发展社会主义民主政治。民主政治建设的重点和难点,一是权力制约,二是还政于民。民主政治发展的关键在于制度建设,而制度建设的关键在于制度创新。

| Abstract: | As a necessary requirement of social development, political civilization is an key indicator of social civilization. In general, social advancement manifests itself in the harmonious development of material, ethic and spiritual civilization. An essential part of promoting socialist civilization is to unceasingly strengthen socialist democracy. What forms the most important and difficult in promoting socialist democracy are firstly the control over power and secondly people's participation in politics. Development of democratic participation should be based on system construction while the critical element of system construction lies in innovation. |
