From Division to Classified Governance:Forming "Multi-layer Competition-cooperation" System——Based on the Practice of Shaanxi Province

In China,the structure divison of the rural governance system,"Town Government and Village Autonomy",didn’t achieve its expected purpose,for those severe difficulties of town government.The opportunity to change the situation was provided by comprehensive rural reforms in the early 21th century.Presently,promoted by rural community construction,a new governance system is expected.Dealing with the relationship of the goverment and the rural in another model and proposing classified governance,"multi-layer competition-cooperation" system envisages the way to achieve the target of rural governance.
