加强反抄袭系统建设及应用监管的若干思考

反抄袭系统在反学术腐败方面发挥了巨大作用，但由于缺乏规范与监管，出现诸多问题：无统一行业标准，运用主体不明确，被用于非法牟利，存在影响社会安定隐患。文章提出：第一，要加强对反抄袭系统适用主体监控与管理。第二，增加投入，对反抄袭系统核心技术、关键技术、共性技术进行攻关。第三，对现有的反抄袭中心进行整合，成立一个全国公益性的反抄袭中心。并以此为契机，以全国公益性反抄袭中心为统一平台，成立全国性的“研究诚信办公室”，以体制的力量，加大对失信行为惩戒力度。

Thoughts on the Supervision of Anti-plagiarism System and Its Application

In spite of its great function in fighting against academic corruption, anti-plagiarism system, without ac-cepted regulations and supervision, has many pressing problems. These include： no unified industry standards, unclear user, used for illicit profits and hidden dangers affecting social security. This paper puts forward the fol-lowing suggestions ： strengthening the supervision and management of the user of anti-plagiarism system; investing more on the research and development on anti-plagiarism system＇ s core designs, key programs and common tech-nologies; integrating the existing anti-plagiarism systems into a state-leVel and non-profit anti-plagiarism one. Based on this state anti-plagiarism system, a national Research Integrity Office can thus be established to enhance the dishonesty punishment intensity.
