| 摘 要： | 为了科学规范地方政府的编制管理工作,实现制度化运行,使地方机构编制管理工作成为是党和国家配置执政资源的一项基础性工作,必须进一步改革现行行政管理体制。必须深化行政管理体制改革,按照建设服务政府、责任政府、法治政府和廉洁政府的要求,着力转变职能、理顺关系、优化结构、提高效能。而深化机构改革的前提,必须严格机构编制管理,加快推进机构编制管理的法制化进程。
