| 摘 要： | 本文首先论述了档案管理模式转变对档案利用服务提出的四项新要求，以及档案的知识属性和知识管理的可能性，基于知识管理公式KM=（P＋K）。原理的视角，着重阐述了实施档案利用服务知识管理的五大措施：第一，使档案利用服务人员从“保管员”型转变为知识型、专业型；第二，以档案知识服务为导向组织档案管理工作；第三，对档案利用者进行档案利用知识的开发；第四，有效供给档案知识产品和服务；第五，利用IT技术提高档案利用服务效率。
