面向技术风险的工程师责任伦理探析

工程师伦理责任的内容虽然在不断变化，但始终是既往追溯性的而缺乏未来前瞻性。工程师责任伦理则针对工程风险，面向未来。技术、工程固有的风险性、人类理性的局限性、生态环境不可恢复性以及自然资源不可再生性是工程师责任伦理产生的原因。工程师应当承担承认工程风险、预见工程风险、维护代际公平和保护自然等与未来有关的责任，并通过敬畏自然、走可持续发展道路、工程风险最小化、工程风险预案制、工程风险责任制等途径积极规避工程风险。

On Engineer's Responsibility Ethics for Technical Risk

The engineers’ ethical responsibility emphasizes the liability due to tracing back to but not looking forward from the deed of engineering,though the content of it is changing all the time.The engineer responsibility ethics aims at the engineering risk,faces the future.The causes of formation of engineer’s responsibility ethics are the inherent risk of the technology and engineering,the limitation of the human rationality,the irreversibility of the environment and the nonrenewable of the natural resources.The risk would generate ethical imperative.To shoulder the responsibility for the future,the engineer should admit the engineering risk,predicate the engineering risk,maintain the intergenerational equity and protect the nature,etc.Furthermore,the engineer should positively evade the engineering risk by the ways of respecting for and being in awe of nature,developing sustainability,minimizing the engineering risk,pre-arranged planning the engineering risk and setting responsibility system for the engineering risk and so on.
