| 摘 要： | 中国的行政体制改革是从中央到地方,自上而下推进的。地方政府具有特殊角色,它既是改革主体又是改革对象。不同的角色有不同的利益和功能,因此当行政改革触及地方政府利益时,阻力由此产生。要深化行政改革,必须完善制度,强化监督,消除地方政府内部产生的阻力。

| Abstract: | The reform of administrative system in China has been launched from the center to the local and from the superior to the junior.The local government has special roles,which aren't only the subject but also the object of the reform.Different roles would represent different interest and functions,so the resistence has been produced when the administrative reform refers to the interest of the local government.In order to deepen the administrative reform,we must perfect the administrative system and strengthen the supervision to eliminate the resistence coming from the interior of the local government. |
